Labor Noncompliance Rampant in Retail Market

Eye-opening research to be revealed during July 28 webinar

CHELMSFORD , Mass. (July 27, 2009) –

According to a new study from AMR Research, retailers are at high risk of labor noncompliance, such as government labor regulations and collective bargaining agreements. The study found that more than 50 percent of retailers have been found noncompliant with federal, state, and union regulations in the last 12 months. A July 28 webinar hosted by Kronos® Incorporated will present quantitative data about compliance risks and explore how workforce management solutions can help minimize risk for retailers.
News Facts

* The AMR Research study also found that:
o 47 percent of retailers receive complaints from employees regarding time and attendance data
o The average fine for noncompliance lawsuits in the last 12 months was $250,000
o 82 percent of time and attendance data corrections are made by someone other than the employee
o Retailers report a 3.5 percent decrease in payroll costs as a result of implementing a workforce management solution
o Retailers report that 3.8 percent of sales are lost due to non-optimized labor scheduling
* Failing to comply with labor regulations can lead to serious financial consequences and other repercussions such as: noncompliance lawsuits with substantial payouts for back pay and fines, audits by the Department of Labor and other agencies, reputation damages, union grievances, and employee-relations problems that result in low morale and costly turnover.
* Using a Kronos time and attendance, scheduling, absence management, or hiring solution to automate workforce management processes can help reduce compliance headaches and minimize associated risks through centralized policy administration, local policy application, and detailed audit tracking.
* Kronos now offers a new Compliance Support Kit (CSK), which helps organizations more easily comply with state, local, union, and company policies, and protects retailers against grievances related to managers “shaving time”. A specific timecard attestation tool requires that employees approve their timecard if any edits have been made. By accessing real-time labor data including missed punches, breaks, and overtime status at the Kronos 4500(TM) data collection terminal or online using a web-based tool, managers can take corrective actions to resolve potential issues leading to noncompliance.
* The “AMR Research Study: Labor Compliance and Management” webinar will be held at 1:30 p.m. Eastern on Tuesday, July 28. Speakers include Janet Sherlock, research director of retail at AMR Research, as well as speakers from Payless ShoeSource. Register here: Compliance Webinar Registration.

Manufacturers Turn to Kronos

The ability to easily track and manage employee time and attendance in real time is a deficiency that has existed in ERP systems for years. To fill this void, manufacturers are turning to Kronos® Incorporated.

CHELMSFORD, Mass. (July 13, 2009) –

The ability to easily track and manage employee time and attendance in real time is a deficiency that has existed in ERP systems for years. To fill this void, manufacturers are turning to Kronos® Incorporated.
News Facts

* Nucleus Research has found that organizations achieve a greater ROI by adopting Kronos rather than ERP products for time and attendance because they can deploy faster, better reduce their payroll error rate, and reduce application costs.
* Because ERPs cannot provide real-time insight to machines, labor, and Work-in-Process (WIP), labor-related problems can go undetected and unresolved for days. Kronos provides information that is granular, real time, and comprehensive, so users always know they’re working with the most current and valuable information regarding their workforce.
* Most manufacturers have pay rule environments with complexity, such as multiple states, shift differentials, and collective bargaining agreements. Many manufacturers have found that ERP systems cannot handle this complexity without costly customization.
* Manufacturers such as Briggs & Stratton Power Products, Georgia-Pacific, STIHL, and Wabash National Corporation use Kronos time and attendance solutions to extend the value of their ERP investment.

Supporting Quotes

* John Russo , senior business systems analyst, Elliott Company
“By interfacing our Kronos time and attendance and activities applications with our ERP system for updates every 15 minutes, supervisors can view real-time data on jobs, operations, work centers, labor hour standards, and labor expended. The Kronos solution seamlessly interacts with our Oracle ERP system.” Elliott Company is a large capital goods manufacturer serving a worldwide market.
* Cheng Wen, CIO, Heat and Control, Inc.
“While our ERP system has provided us value with a range of back-office processes, we realized that we needed a best-of-breed time and attendance solution to truly drive performance. Since implementing Kronos, we haven’t worried about costly customization, and have enjoyed substantial bottom-line results.” Heat and Control, one of the world’s leading manufacturers of food processing and packaging equipment, uses Kronos in Australia, China, Mexico, and the U.S.
* Barbara Pittman, HRIS manager, Northwest Pipe Company
“We have dispersed locations and a diverse set of employees and there is one product that has an expectation of 100-percent quality and on-time delivery every time – the paycheck. The more pay rules a time and attendance system can handle, the greater the reduction in payroll error. This is why we opted for Kronos.” Northwest Pipe Company, manufacturer of welded steel pipe and other products, is headquartered in Vancouver, Wash., and has 10 manufacturing facilities across Mexico and the U.S.
* Gregg Gordon, senior director of manufacturing industry marketing, Kronos
“Many manufacturers who use ERP systems are coming to realize that their payroll system is only as good as the data that goes into it. Time and attendance data collection is a common weak point in any corporate infrastructure, one that usually escapes detection and can leak hundreds, thousands, or even millions of dollars each year. Kronos can help by extending the value of an ERP system. We help manufacturers control labor costs, minimize compliance risk, and improve workforce productivity.”

Federal agencies to manage and report more effectively with enhanced configurability and functionality in a fully automated workforce management solution

CHELMSFORD, Mass. (June 29, 2009) –

The new administration’s emphasis on transparency and accountability highlighted by the American Recovery and Reinvestment Act (ARRA) has set unprecedented standards that every federal agency using the stimulus funds, or not, must meet. To help federal agencies address this issue, Kronos® Incorporated is adding new functionality to webTA(TM), a software application for automated tracking and management of the federal workforce.
News Facts

* Federal agencies are in a state of flux with tightening budgets and other factors. Accommodating new transparency requirements is an additional challenge. To help agencies meet the demands of the current environment, the latest version of webTA will offer a new architecture that:
o Facilitates rapid responsiveness to current demands by making it easy for users to implement changes in the system. This is possible as webTA is configurable and helps users manage it to suit their unique agency needs without disrupting core functionality or spending time and resources on costly and error-prone custom coding.
o This capability will allow federal agencies to track specific activities at a granular level by easily adjusting pay rules within the system to meet ARRA requirement of reporting activities for which the stimulus money is used.
* Accurate data acquisition and timely reporting through automation of processes will also help agencies enhance productivity. Additionally, webTA is auditable and supports hundreds of complex pay rules, which will help control labor costs and minimize compliance risk.
* Kronos will offer a migration service including solution and training assessments along with the data, configuration, and training specifications required for the transition. Online tutorials will enable more rapid roll-out to the user community at each agency.
* The latest version of webTA is scheduled for availability in August.
* More than 650,000 federal employees currently use Kronos. Federal agencies including the Agency for International Development; Department of Agriculture; Department of Commerce; Department of Homeland Security; Department of Housing and Urban Development; and the Smithsonian Institution use Kronos to automate time, attendance, and leave data entry processes.

Supporting Quotes

* Jeff Babcock, vice president and general manager, Kronos federal division
“This new direction for the webTA family of offerings is building a ubiquitous computing environment where an employee or supervisor will have anytime, anywhere access to quality information. The new architecture creates a platform that enables webTA to be more agile in supporting unique agency needs while maintaining full base functionality for all users. With the challenges of transparency and accountability as well as managing ARRA funding, webTA is positioned well to support the needs of our customers today and into the future.”

“Gaming the Clock” Survey Finds That Many Employees Admit to Cheating on Timesheets

A new survey commissioned by The Workforce Institute at Kronos® Incorporated and conducted by Harris Interactive reveals that 21 percent of hourly workers have cheated on their timesheet to gain extra pay from their employer

CHELMSFORD, Mass. (June 15, 2009) –

A new survey commissioned by The Workforce Institute at Kronos® Incorporated and conducted by Harris Interactive reveals that 21 percent of hourly workers have cheated on their timesheet to gain extra pay from their employer. The “Gaming the Clock” survey indicates that employers who use outdated workforce management methods are at risk of significant payroll inflation.
News Facts

*
21 percent of respondents who are compensated with an hourly wage admit to “gaming the clock” (cheating on their timesheets)
*
Of the total number of respondents who state that they game the clock, 69 percent admit to punching in earlier or punching out later than scheduled
*
22 percent admit to adding additional time to their timesheet
*
14 percent say that they don’t punch out for unpaid lunches or breaks
*
Five percent admit to having someone punch them in or out (“buddy punching”)
*
35 percent of respondents who receive an hourly wage stated that their employers use paper timesheets to keep track of employee time worked
*
According to a Nucleus Research report, organizations with manual time and attendance systems typically incur unnecessary payroll costs upwards of 1.2 percent of their total payroll costs due to inaccurate application of pay rules, as well as human errors. For example, an organization that has annual payroll costs of $50 million could save more than $600,000 per year if they automated the collection of employee time.1
*
Along with providing immediate cost savings by reducing time-consuming processes and costly payroll errors, an automated workforce management system can also empower organizations with the information they need to uncover significant labor cost savings. A recent Diagnostic Assessment analysis by Kronos of more than 19 months of timekeeping history for a manufacturer with approximately 6,800 employees uncovered more than $20 million in cost savings overall including $3.6 million in gaming the clock-type abuse.
*
When researching the purchase of a workforce management solution, organizations should ask vendors about the potentially hidden costs of
customization; whether the time and labor data is provided in real-time or in batch fashion; and how intuitive and easy to use the product is.

Supporting Quotes

*
Joyce Maroney, director of The Workforce Institute, Kronos
“If 21 percent of workers admit to gaming the clock, the actual percentage of workers engaging in this type of behavior is likely much higher. Employers are not only losing money by paying for time not worked, but may also be increasing their risk of non-compliance with federal labor legislation such as FLSA, FMLA, and state regulations such as California meal and break laws.”
*
Joyce Maroney, director of The Workforce Institute, Kronos
“A workforce management system, properly installed and managed, can lead to greater employee satisfaction and engagement. No one likes to be paid incorrectly and an organization thrives when employees can be assured that everyone is being compensated fairly.”
*
Jim Kizielewicz, senior vice president and chief marketing officer, Kronos
“Not all workforce management solutions are created equal. Organizations that choose an ERP system to manage time and labor may find that payroll inflation remains a problem because these solutions are expensive to customize and only automate a portion of a company’s pay policies. Lack of real-time processing and an awkward user interface also limits the ability to quickly identify problem areas.”

o A majority of respondents agree that accurate reporting is key to successful agency operations and many believe that their agencies will need to overcome new challenges due to the ARRA goals of accountability and transparency.
o Many agencies still rely on multiple, disparate systems to track and report on time and attendance and absenteeism, which can lead to errors, inefficiencies, and missed opportunities to use data strategically.
o Most agencies have a limited ability to track contractors’ time and attendance information.
o The federal workforce is in a state of flux. With a shift in focus on the use of contractors, upcoming retirements, and tightening budgets, agencies are tasked with more difficult decisions within a more demanding timeframe.

“These survey findings confirm what we believe are serious challenges faced by federal agencies today. While ARRA is designed to reinvigorate our economy, it adds a layer of complexity to the tracking and reporting of time and attendance data for federal workers. With 60 federal agency customers and 650,000 federal employees using our workforce management solutions, Kronos is well-positioned to help federal agencies simplify the complexities involved with complying with accountability and transparency requirements.”
